Design Of Cable Creek Basin (Upper)

The contract seeks engineering design services for the Cable Creek Basin (Upper) in San Bernardino County, California, with the objective of reducing peak flow rates into the Cable Creek Channel and its confluence with the Devil Creek Diversion Channel. The scope includes comprehensive hydrologic and hydraulic analyses, geotechnical services, utility coordination and relocation, environmental compliance under CEQA and NEPA, wetland delineation, CRAM analysis, biological resource assessments, and permitting from state and federal agencies including the US Army Corps of Engineers, Regional Water Quality Control Board, and California Department of Fish and Wildlife. The Consultant must also prepare Engineer’s Cost Estimates and provide necessary survey data—despite surveying data being furnished by the District—for design purposes including control, boundary, and topographic mapping. The project demands prior experience with similar detention basin projects requiring approval from the Department of Water Resources and the Department of State Hospitals. The proposed site is located east of Frontage Road, west of W. Meyers Road, and south of Cable Canyon Road within San Bernardino County, with performance extending over a maximum contract term of five years, though the project itself must be completed within thirty months of award. Proposals are evaluated on a best value basis using a trade-off process, with qualifications and experience weighted at 35%, technical review at 25%, scope of work at 25%, and references at 15%. The Consultant must submit a complete proposal package including mandatory attachments such as an Indemnification and Insurance Requirements Affidavit, certified by an insurance agent, and must maintain all required professional licenses with immediate reporting of any suspension or loss. Key personnel and subcontractors must comply with all contractual obligations, and the Consultant assumes full liability for subcontractor performance.
