DESIGN OF TMT WOOD PELLET RAIL YARD & RTG FACILITY

The Jacksonville Port Authority (JAXPORT) is seeking Statements of Qualifications (SOQs) from professional consultant firms to provide design services for a new rail yard and rubber-tired gantry (RTG) transfer facility at the Talleyrand Marine Terminal. The project involves the design of a TMT Wood Pellet Rail Yard, with a target for initial operations in the third quarter of 2028. The scope of work includes conducting siting studies, site condition assessments, and developing rail operations and yard layouts, as well as providing professional services for RFIs, site visits, and permit close-outs. Optional Construction Engineering and Inspection (CEI) services may also be requested. All drawings must be prepared in AutoCAD Civil 3D following JAXPORT CAD standards. Qualified firms must possess at least ten years of professional engineering experience, including three similar projects within the last decade. Key personnel, including the Project Manager, Senior Rail Design Engineer, and Senior Civil/Site Design Engineer, must each have a minimum of ten years of experience and hold a current Florida Professional Engineer license. Evaluation is based on past performance on similar projects, willingness to meet time and budget requirements, current workload, and proximity to the project location. Interested firms must submit their SOQs in PDF format via OpenGov by 2:00 PM ET on December 1, 2026. Submissions must include required certifications regarding conflicts of interest, public entity crimes, and E-Verify, as well as compliance with Small and Emerging Business (SEB) participation goals. The selected consultant will be chosen based on qualifications, with an anticipated contract execution date in February 2027. Compensation is based on negotiated hourly rates, and the consultant must maintain specific insurance limits for workers' compensation, general liability, and professional liability.
