The National Research Council of Canada is seeking a contractor to design and develop an autonomous test platform capable of operating reliably in Arctic conditions. This platform will support research activities for ongoing NRC projects and enable the creation of a high-fidelity digital twin. Key aspects include implementing a drive-by-wire system to control core functions while keeping the front seating area free of equipment, interchangeable track kits for wheels, an environmental perception suite featuring LIDAR and dual cameras, as well as an onboard computing system for data processing and integration with other vehicle sensors and autonomy software. The successful bidder must provide comprehensive technical specifications, including CAD models of the entire vehicle and its components in “.fbx” format, along with detailed data such as mass, inertia, center of gravity, geometric coordinates of parts and joints, and detailed drivetrain, suspension, and brake system parameters. Additionally, the deliverables must include elaborate documentation covering system architecture, wiring, drive-by-wire control protocols, sensor and computing suite configuration, and installation and operation guidelines. The contract is managed by the NRC and responses are due by January 26, 2026. The primary contact for this solicitation is Carol Cooper.

The NRC-AST is designing and developing an autonomous test platform. The goal is to produce a platform which can be used in research activities related to ongoing NRC projects, will enable NRC to create a high fidelity digital twin of the platform, and can operate reliably in Arctic conditions. Key features of the test platform are a drive-by-wire (DBW) system to handle core control functions which maintains front seating area free of equipment, track kits that can be installed in place of the wheels, environmental perception suite with LIDAR and dual cameras, and an onboard compute suite to manage data processing, integration with other vehicle sensors and autonomy stack integration. Technical specifications of the test platform must be provided to NRC by the successful bidder, including: * CAD model of the vehicle and individual components (in “.fbx” file format) * Mass, inertia, center of gravity of the overall platform and main components * Geometric coordinates of all parts and joints * Weight and dimensions of wheels, tires, and track kits * Drivetrain gear ratios and shaft properties (weight and dimensions) * Engine torque-speed table * Brake torque model * Transfer case and differential ratios and shaft properties * Suspension parameters (dimensions, stiffness and damping) * Stabilizer bar properties *Deliverable must also include detailed documentation relating to: * System architecture and wiring * DBW control protocols * Sensor and compute suite setup * Installation and operation guide
