Synopsis of proposed sole source modification to DTS-V contract HSCEDM-09-C-00009 US Immigration & Customs Enforcement intends to award a sole source modification to contract HSCEDM-09-C-00009 with Talton Communications, Inc., 910 Ravenwood Drive, Selma, Alabama, 36701, for telephone service at approximately sixty-four holding cell locations. Talton Communications will provide debit, collect, and pre-paid collect local and long-distance calls, international debit calls, and pro bono (free) calls using their existing network in place under the current contract. The pro bono network transmits calls made by ICE detainees to ICE identified entities (e.g. consulates, pro bono attorneys, immigration court, etc.) at no cost to ICE or ICE detainees. For the requirements synopsized herein, Talton Communications, Inc. is the only source that will satisfy the government's needs. The contemplated contract modification will be awarded pursuant to 41 U.S.C. 253 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. This synopsis is being posted to the Federal Business Opportunities (FBO) website located at www.fedbizopps.com. This notice is for informational purposes only. Solicitation documents are not available. See Note 22**** "The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
