AI Contract Overview

The contract entails a modification to an existing agreement with Quantic Industries Inc. to develop and qualify an electronic time delay cartridge intended for various escape system applications. This sole source acquisition involves conducting a comprehensive Critical Design Review (CDR) for an initial design called the CCU-40A/A cartridge, as well as developing and conceptually testing an alternative design to the current MU19/MJ93 0.700-second delay cartridge. The contractor is responsible for preparing and submitting manufacturing and assembly process plans for both cartridge designs, including the development of non-destructive test methodologies for sub-components, which must be integrated into the overall production process. Key tasks outlined include conducting the CDR and submitting a draft presentation 15 days before the review, hosting the review at the contractor’s facility, and documenting the results along with any action items within 30 days after the review. The alternative cartridge design requires the use of identical sub-components wherever possible, with thorough documentation and testing of any differing parts. Additionally, the contractor must estimate testing times and reject rates for the non-destructive tests as part of their process documentation. No government-furnished materials are involved, and all deliverables are tied directly to ensuring that the electronic time delay cartridges are developed and qualified in alignment with applicable contractor specifications.

Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.
