Department of Homeland Security (DHS) - Department-Wide Cloud (Cumulus) Multiple Award Solicitation
Solicitation # 70RTAC26R00000004
The Department of Homeland Security is soliciting proposals for the Cumulus Department-Wide Cloud program under solicitation 70RTAC26R00000004. This unrestricted, multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract seeks commercial cloud solutions from Cloud Service Providers to provide Anything as a Service (XaaS) capabilities, including Infrastructure as a Service, Platform as a Service, and Software as a Service. The scope specifically emphasizes Platform as a Service for database, mainframe, and middleware services, as well as marketplace solutions, enterprise support, training, and provider-specific professional services. The contract has a cumulative dollar ceiling of 568 million dollars, with a performance period consisting of a one-year base ordering period and four optional one-year ordering periods. Award decisions will be based on Best Value Source Selection, prioritizing technical capability and relevant past performance over price, although price becomes more critical as technical ratings equalize. Providers must meet FedRAMP High, Moderate, or Low accreditation and adhere to NIST SP 800-53 Rev. 5 cybersecurity standards. The solicitation has undergone two amendments, with the most recent update, Amendment 0002, providing an industry Q&A matrix and revised Statement of Work. The final deadline for proposal submission is 4:00 pm ET on September 14, 2026. Proposals must be submitted via email to Contracting Officer Gregory Blaszko.

Full Description

The Company is seeking to retain the services of a specialized Service Provider to carry out a complete redesign of its three (3) websites, including initial assessment (diagnosis and recommendations), design and development, as well as hosting management, technical maintenance related to updates and continuous site improvements. The Company does not have the internal technical resources to maintain, enhance or optimize its web assets; it therefore requires the help of a partner that can assume responsibility for the websites’ lifecycle, from initial assessment to ongoing operations, including strategic assessment, information architecture, user experience design, development, launch and ongoing improvements. The Preferred Proponent must showcase proven expertise in web development, secure hosting, digital accessibility (including compliance with the requirements of Bill C-81 and Level AA of the WCAG 2.1), and delivery of bilingual platforms. They must showcase their relevant work experience, technical proficiency and aptitude for consistently applying industry-leading practices.
