The City is interested in securing an experienced consultant with a proven track record to conduct an in-depth review and evaluation of the City’s complete Development Impact Fee (“DIF”) program (hereinafter referred to as “Project”). The assigned consultant (or consultants) will be tasked to conduct an in-depth analysis of the current fee structure and methodology for each fee assessed by the City. This work includes a thorough review of the nexus analysis for each fee. The City’s fees must comply with any applicable state and federal law including but not limited to the Mitigation Fee Act (California Government Code section 66000 et seq., also known as Assembly Bill 1600 (1987)).The Project is divided into two distinct phases. Phase 1 will consist of a thorough assessment of the current Development Impact Fee (DIF) program for all fees, including applicable sections of the City Municipal Code and City Policies. Phase 2 will consist of updates to the City’s current Major Facilities Fee Programs (water and sewer) as well as a full nexus report including updates to the nexus studies for all the City’s existing fee programs to ensure compliance with the Mitigation Fee Act. It is the expectation of the City that staff training for all revised fees be included in this phase as well as a presentation to all stakeholders and Clovis City Council. The second part of Phase 2, if initiated at the City’s discretion, will be based on the findings from Phase 1 and will consist of an update to the remaining fees in the DIF program, including revised fees and implementation strategies. A detailed task breakdown for each phase can be found under Project Scope. Consultants shall provide a detailed cost estimate for Phase 1 and Phase 2 of the project. The cost estimate may include optional add-ons for Phase 2, subject to City review and approval following the completion of Phase1. Please refer to the full Request for Proposals for further details.
