Development of Enterprise Asset Management Roadmap

The Regional Municipality of Peel has issued a Request for Proposal (RFP) for the development of an Enterprise Asset Management (EAM) Roadmap. The selected vendor will be responsible for assessing the maturity of enterprise-level asset management processes using the 2025 EAM maturity assessment process, specifically targeting areas not previously assessed. Key objectives include developing a long-term roadmap of enhancement projects—incorporating resource requirements, implementation risks, and governance approaches—and creating a methodology to track asset management maturity progress between full reassessments. All work must align with ISO 55000 standards and guidance from the Institute of Asset Management and the Global Forum for Maintenance and Asset Management. The project is expected to be completed within a 16-week performance period. The procurement follows a four-stage evaluation process consisting of a compliance review, technical proposal evaluation, bidder interviews, and a final financial proposal evaluation. The contract will be awarded to the highest-scoring bidder, and the selection process is designed to evaluate technical merit before considering pricing. The agreement is governed by the laws of the Province of Ontario and requires compliance with various provincial acts, including the Accessibility for Ontarians with Disabilities Act, the Occupational Health and Safety Act, and the Human Rights Code. Submissions must be made electronically through the designated bidding system no later than October 20, 2026, at 12:00 noon local time.
