Suffolk County Transit New Rider Education and Travel Training Plan (Department of Economic Development and Planning)

The Suffolk County Office of Central Procurement, on behalf of the Department of Economic Development and Planning, is soliciting proposals for the development of a New Rider Education and Travel Training Plan. The objective of this project is to increase public transit utilization among diverse populations, specifically targeting seniors, veterans, tourists, students, and individuals with physical or intellectual disabilities. The scope of work is divided into three primary tasks: project management and coordination, a literature and best practices review of peer transit systems, and the final development of the travel training plan. The anticipated contract term is two years with an optional one-year extension, with a total expected budget not to exceed 75,000 dollars. Proposals must be submitted via the Bonfire portal by November 4, 2026. The selection process involves a 100-point evaluation system and may include interviews or requests for a Best and Final Offer. The resulting contract will be subject to extensive regulatory requirements, including New York State standard clauses, Federal Transit Administration clauses, and strict Equal Employment Opportunity and Minority and Women-Owned Business Enterprise participation goals. Additionally, the successful vendor must comply with Suffolk County administrative codes, including lawful hiring certifications, living wage requirements, and public disclosure statements. Payment is processed through Suffolk County Payment Vouchers and is subject to appropriation by the County Legislature and audit by the Comptroller.
