The New York State Department of State has awarded a contract to DHI Water and Environment Inc. to provide seiche modeling data for the Great Lakes, focusing on the Lake Erie and Lake Ontario coastlines within New York. The project aims to support resilience planning by delivering detailed hydrodynamics and flood extent maps related to storm surge events caused by seiches, which are unique to large enclosed or partially enclosed water bodies like the Great Lakes. The contract involves two primary deliverables: first, a report on extreme total water levels at various return periods (1, 100, and 500 years) along the entire specified coastline; second, 2D flood inundation maps based on high-resolution LiDAR data, compatible with GIS platforms, to illustrate potential static flooding extents. The work is scheduled for a one-year period, with the contract value estimated between $500,000 and $1,500,000, and is designated as a sole-source award due to DHI’s unique capabilities. The project area encompasses key sections of Erie and Ontario lakes, from Ripley to Buffalo and Porter to Cape Vincent, respectively. The contract management contact is Leah Golby, and the project aims to enhance flood risk assessment and resilience strategies within the specified regions.

Full Description

DOS will contract with DHI to obtain seiche modelling data for the Great Lakes. Specifically, DHI will deliver hydrodynamics and flood extents mapping associated with storm surge from seiche events to support New York Department of State resilience planning on the Great Lakes. This mapping is unique to large enclosed (or partially enclosed) bodies of water which are unique to the Great Lakes Coastal Area, particularly Lake Erie due to its shallow depth and elongated shape. The project area of interest (AOI) encompasses the entire New York State coastline along Lake Erie, from Ripley to Buffalo, and Lake Ontario, from Porter to Cape Vincent. Two work packages will be delivered: Work Package 1: Reporting of extreme total water levels (TWL2) along the AOI for 1-, 100-, and 500-year return periods. Results will be presented in a tabular data format along the entire AOI at an appropriate interval to capture the TWL gradient Work Package 2: 2D flood inundation mapping of the extreme TWL, projected on publicly available high-resolution LiDAR surfaces, representative of static inundation. Results will be provided in digital format compatible with a Geographic Information System (GIS), as specified by NY DOS (i.e. *.shp files). Output will also be provided on a digital map set, with approximate extents encompassing the AOI. Reason for advertising exemption: Single Source Award recipient: DHI Water and Environment Inc. Any questions or comments regarding this notice of sole-source, single-source, or procurement otherwise exempt from advertising in the NYS Contract Reporter should be directed to the contact person listed for the contracting agency or public authority. Ad end date:04/18/2025 Contract term: 1 year County(ies): Erie
