Recoverable Small Unmanned Aircraft Systems for Frontline Operational Awareness and Surveillance Missions
Solicitation # 70RSAT26RFI000030
The Department of Homeland Security, through the Drone Development Program, is conducting market research via Request for Information 70RSAT26RFI000030 to identify recoverable, reusable, lightweight, and rapidly deployable small unmanned aircraft systems. These multirotor systems are intended to support a wide range of frontline missions, including surveillance, search and rescue, incident response, perimeter security, disaster assessment, maritime awareness, and law enforcement support. DHS is seeking complete kits that include the air vehicle, ground control station, electro-optical or infrared camera payloads, and necessary training and support materials. Key requirements include NDAA compliance and adherence to Blue UAS, Green UAS, or equivalent cybersecurity and supply chain maturity standards. This RFI is for market research purposes only and does not constitute a formal solicitation. However, the government is requesting estimated pricing for quantities ranging from 10 to 50,000 units, noting a target price of approximately 3,000 dollars per kit for high-volume production. Information Technology Support Services (ITSS)
Solicitation # 70RSAT25FC0000007
The U.S. Department of Homeland Security’s Science and Technology Directorate is preparing to extend Task Order 70RSAT25FC0000007 for Information Technology Support Services with Silosmashers, Inc. under the existing Blanket Purchase Agreement, without competition, for a 10-month period from August 1, 2026, through May 31, 2027. This extension is justified under 41 U.S.C. 3304(a)(1) and FAR Subpart 6.103-1 due to the unique and specialized knowledge Silosmashers holds regarding DHS S&T’s IT infrastructure, workflows, and stakeholder expectations. The contractor provides critical services including enterprise architecture alignment with federal standards such as FEAF and TOGAF, information assurance and ISSO support for classified systems and SCIFs, and day-to-day IT operations including help desk, patch management, and asset tracking. A competitive recompete has been delayed due to FY26 funding lapses, and transitioning to a new vendor before completion of the acquisition process would introduce unacceptable risks including security vulnerabilities, noncompliance with mandates, service disruptions, and mission degradation. The incumbent’s established relationships, institutional knowledge, and continuous operational presence are essential to maintaining uninterrupted support for DHS S&T’s mission-critical systems, including SharePoint, ServiceNow, and Microsoft Power Platform. All hardware, networks, enterprise architecture, information assurance, and service delivery functions are covered under this task order, with performance based in Reston, Virginia, and administrative oversight from Washington, D.C. The requirement is classified as a Total Small Business Set-Aside under NAICS code 541512. While no solicitation document exists and this notice is solely for informational purposes, interested parties may submit their capabilities to the Contracting Officer for potential consideration. The government retains full discretion to proceed with the sole-source modification to ensure continuity of mission support, and all inquiries must be directed in writing to Danette Williams at [email hidden].
