AI Contract Overview
Diamond School District R 4 is soliciting proposals for Category 2 Internal Connections to upgrade its network infrastructure. The request includes routers with redundant NGFW capabilities, PoE+ switches with 10 Gb uplinks, and Wi-Fi 6E/7 access points designed for high-density classroom and gym environments. A critical requirement is a single pane of glass management platform for all gateways, switches, and access points that operates without recurring subscription licenses. The project also encompasses UPS systems with a 10 minute runtime, TIA/EIA compliant cabling, and optional racks and cable management. The district prefers a five year warranty or advance replacement program for all hardware. Bidders must provide unit pricing for 14 specific line items, including both internal connections and basic maintenance. All proposals, including taxes and surcharges, must be submitted electronically to the designated email address with the correct subject line containing the school name and Form 470 number to be considered. Service providers are encouraged to indicate if they can invoice USAC directly to apply discounts to the district's billing.

Full Description
Routers - Redundant NGFW/edge gateways in HA with instant failover; L7 app control, IPS/IDS, URL filtering, SSL/TLS inspection (with exceptions), QoS (VoIP), dual WAN/HA, RBAC, logging/syslog. Must be managed in the same single pane controller as switches/APs (no required recurring licensing). Integrate with RADIUS/IDP and support per user/per device VLAN policy (zero trust). 5year warranty preferred (or program achieving 5 years).
Switches - All IDF switches must be PoE+/PoE++; typical 48port access. Building spines use 10 Gb (or higher) direct uplinks to the buildings main switch (no daisy chains). Include building level aggregation where port density requires. Must be managed in the same controller as APs/gateways (no required subscription). Provide per switch turnup labor as a separate line. 5year warranty preferred (or program achieving 5 years). Multi-gig support preferred for AP uplinks (2.5 Gb or higher where applicable); minimum two 10 Gb uplinks per access switch (or equivalent aggregate).
Access Points - Wi-Fi 6E/7 APs; centralized control; roaming features (802.11 k/v/r, BSS Transition); 2.4/5/6 GHz with centrally adjustable widths (20/40/80/160/320 as applicable) and DFS on/off. Classrooms: low power microcells (wall/in wall preferred), 3050 concurrent Chromebooks; some rooms may run primarily on 5 GHz until client refresh. Gyms: HS 4 APs, other gyms 23; wall/in wall favored for bleachers; one ceiling disc high center may serve the court; overlaps tuned for roaming. Zero trust identity/VLAN support required. 5year warranty preferred (or program achieving 5 years). Preferred (optional): 6 GHz PSC-aligned discovery to speed client discovery/association in 6 GHz (Wi-Fi 6E/7) deployments.
UPS - UPS per IDF sized for 10 minutes runtime for the entire stack, using user replaceable standard batteries (e.g., APC style 9 Ah packs / UniFi 2U). District will self service battery replacement. Provide runtime calculations. Expose status/alerts in the single pane manager if supported.
Wireless Controllers - Single pane management platform for gateway/switch/AP; on premise appliance or self hosted VM; no required subscription to operate. Role based admin, audit logs, firmware orchestration, inventory export (BSSID serial switch port). Native modules for cameras, access control, and UPS monitoring preferred (no API stitching). Provide inventory export mapping (AP name/serial/BSSID switch/port/VLAN) and bulk template capabilities for room-by-room (small-cell) power/channel profiles.
Cabling - Per drop Catx inside plant runs (materials + labor) for added classroom APs; per run fiber for any new IDFs. Provide unit pricing and as built labeling standards. Include optics pricing separately where appropriate. Cabling to follow TIA/EIA standards; Cat6A recommended for new AP runs; label to TIA606; provide Fluke (or equivalent) test results and as-built documentation (PDF + CSV).
Racks - Optional: wall/2post/4post racks and cable management as needed in IDFs/MDF; provide unit pricing.
Software - Onetime controller/feature licenses and software based services supporting Internal Connections (e.g., firmware, patches, remote configuration, software based technical assistance) to cover 5 years (or program achieving 5 years). No required recurring licensing to operate; onsite configuration/repair would be BMIC, but remote/software items belong under Internal Connections per FY2026 ESL.
Although BMIC is not being requested at this time, the District's preference is manufacturer 5year warranty/advance replacement (or program achieving 5 years). If quoted, limit to onsite configuration/repair of eligible equipment only.
All bid responses or questions should be sent to frank@erateallstars.com. Responses that are not sent to this address will not be considered. All price proposals must be submitted electronically using the attached form. Although not a mandatory requirement, service providers should indicate if they are willing to invoice USAC directly, providing the school with the applicable discounts on their monthly billing. The email subject of your response should be titled with the school name and Form 470 # for which you are bidding; responses without this subject will not be considered. Bidders should provide all taxes and surcharges in the pricing
