The Digital Health Real-World Performance Observatory Postmarket Governance Pilot is a Food and Drug Administration initiative aimed at establishing a national-scale framework for monitoring the performance of digital health medical devices after they have been deployed. As part of a broader three-pronged strategy to enhance regulatory review capabilities, this specific project focuses on postmarket oversight to ensure the ongoing safety and efficacy of digital health technologies. Instead of implementing a centralized database, the FDA intends to pilot a federated observatory model. This approach leverages a network of health systems, manufacturers, professional societies, and federal partners to detect critical safety signals, including performance degradation, distribution shifts, workflow failures, and issues arising from software updates or subgroup performance changes.

Full Description

This is one of three complementary proposals designed to build FDA's end-to-end capability for regulatory review of new digital health medical devices across (1) premarket review, (2) evaluation science, and (3) postmarket oversight. design and pilot a national-scale approach for monitoring the real-world performance of digital health medical devices after deployment. Rather than creating a single centralized FDA database, the investment would test a federated observatory model that can draw on participating health systems, manufacturers, professional societies, data partners, and relevant federal partners to identify performance degradation, distribution shift, subgroup performance changes, workflow-related failures, update-related changes, and other safety signals.

Solicitation # 2026-1045
The 2026 International Joint Research Rapid Support Project, solicitation number 2026-1045, is a government-funded initiative managed by the National Research Foundation of Korea and the Ministry of Science and ICT. The project focuses on developing core original technologies for high-density parallel light sources, specifically micro-LED and micro-OLED, for use in AI data center optical interconnects. The total government support funding is 737.5 million KRW for a 16-month performance period running from December 2026 to March 2028. This project is classified as a National Strategic Technology in the semiconductors and next-generation OLED sectors, aiming to advance from Technology Readiness Level 3 to TRL 5. A mandatory requirement for this solicitation is the establishment of an international joint research network with Japanese research institutions to secure expertise in organic light-emitting materials and patents. Technical objectives include developing 32-channel arrays with specific performance targets: transmission speeds exceeding 1 GHz for micro-LED and 0.2 GHz for micro-OLED, and driving energy levels of 1 pJ/bit and 20 pJ/bit respectively. Final acceptance requires the submission of a functional prototype and verification through accredited certification bodies, official test reports, or witnessed self-evaluations. All research achievements and commercialization results must be managed through the Integrated Research Information System (IRIS), and the project is subject to technology fee collection and the 3-book 5-public rule for concurrent research limits.
