The California Army National Guard is seeking a qualified contractor to deliver a comprehensive digital marketing program aimed at enhancing recruitment and retention efforts through targeted campaigns designed to reach non-prior service individuals aged 17 to 34. The contractor will be responsible for developing and executing a full-suite marketing strategy that includes branding, lead generation, customized lead capture and nurturing systems, digital asset management, social media engagement, and direct operational support to the Recruiting and Retention Battalion leadership and recruiters. The program must address the public’s limited understanding of the National Guard’s dual mission versus Active Duty service and requires specialized expertise in military recruitment marketing. The contract is a 12-month, firm fixed price task order beginning July 1, 2026, with performance based at Roseville, California, and delivery governed by FOB Destination terms, placing full responsibility on the contractor for safe transit and timely delivery of services. The solicitation is strictly set aside for Economically Disadvantaged Woman-Owned Small Businesses (EDWOSB) under NAICS code 541613, with a size standard of $26 million in average annual receipts, and includes stringent limitations on subcontracting to ensure compliance with small business goals. Offerors must provide firm commitments for two key personnel: a Program Manager and a Subject Matter Expert in Military Recruiting Marketing, each vital to successful execution and evaluation. Proposals must be submitted electronically in three clearly delineated volumes—Technical, Past Performance, and Price—with strict page limits per volume and no acceptability for alternative submission methods. The Government will conduct a trade-off award based on a hierarchy of importance: Technical merit first, followed by Past Performance, and then Price, with no Lowest Price Technically Acceptable approach. Security compliance is mandatory, requiring adherence to NIST SP 800-171, DFARS clauses covering safeguarding covered defense information, prohibitions on covered telecommunications equipment, procurement restrictions from Xinjiang, and human trafficking policy compliance. All intellectual property created under the contract becomes the exclusive property of the Government, and contractors must implement strict identification and access protocols for personnel on-site. Invoicing is handled exclusively through Wide Area WorkFlow, and payment is directed to the designated government office in Roseville, with inspection and acceptance authority resting with the Contracting Officer’s Representative.

Provide a comprehensive marketing package to the California Army National Guard (CAARNG) for recruitment and retention goals. The contractor shall provide services to generate qualified recruitment leads, offer a customized lead capture and nurturing solution, and support the Recruiting and Retention Battalion (RRB) leadership, recruiters, and marketing staff. CAARNG’s RRB Marketing mission is to promote the CAARNG to gain interest and attention of prospective recruits. The CAARNG RRB has a dual mission that is not understood well, and the general public has a hard time distinguishing National Guard from Active Duty. The primary target market is non-prior service (NPS) individuals 17 34 years of age. The CAARNG requires the services of a contractor with experience providing marketing solutions for the Army National Guard to develop and execute a comprehensive marketing program that includes, branding, engagements, leads, and recruiter support to help CAARNG achieve recruitment and retention goals.
