The County of Riverside Purchasing Department on behalf Riverside County Information Technology (RCIT) is seeking proposals from parties qualified to provide Digital Navigation Services to support its Mobile Technology Hub Van Program. Program Background There are few locations beyond Riverside County public libraries where residents may utilize a public computer and public Internet at no cost. Additionally, many residents do not have the skills needed to navigate online services, update their devices, or troubleshoot software and hardware issues. In an effort to help close the digital divide for Riverside County residents, on August 27, 2024, the Riverside County Board of Supervisors approved the use of American Rescue Plan Act (ARPA) funds to create the Mobile Technology Hub Vans program. These Mobile Technology Hub Vans (2 total) will be stationed in Edgemont (Moreno Valley) and travel throughout Riverside County Supervisorial District 5 . A portion of the allocated ARPA funds for the Mobile Technology Hub Vans will go towards providing Digital Navigation services. The Digital Navigation services delivered through the two (2) Mobile Technology Hub Vans will help reduce the number of Riverside County residents faced with these issues. Program Objectives The Mobile Technology Hub Vans need to be staffed with knowledgeable Digital Navigation professionals to provide multiple services for the community. The Mobile Technology Hub Vans are owned and operated by the County. The staff of the awarded bidder will accompany County employees who will operate the vans to deliver Digital Navigation services. These services include acting as a mobile Wi-Fi hot spot, providing digital literacy training to community groups and individuals in need, providing mobile IT support, and digital navigation to help residents connect with online public services, among other services. The Mobile Technology Hub Vans expected to serve an estimated 2,000 to 3,000 residents each year. This “meets people where they are” by bringing access to the Internet, computers, and skills to navigate online services to Riverside County residents, as well as providing support in signing up for low-cost Internet plans, connecting to social service programs, and more.
