Digitalization of Microfiche

The Defense Finance and Accounting Service is conducting market research through a Request for Information to identify industry capabilities for the large-scale digitization of approximately 5.88 million microfiche sheets, with a total estimated volume of 5.91 million sheets and films containing about 1.56 billion individual frames. The project requires converting these physical records into a dual-format digital repository consisting of high-resolution, uncompressed TIFF files for preservation and compressed PDF/A files for access, each with fully searchable OCR text and comprehensive metadata extracted from title headers. All work must adhere to the Federal Agencies Digital Guidelines Initiative 3-Star standard for image quality, with daily calibration performed using FADGI-approved targets. The digitization effort spans three locations—Indianapolis, Cleveland, and Texarkana—covering Army Reserve, Military Retired and Annuitant Pay, and Non-Appropriated Funds records. Contractors must implement a robust quality control plan with 100% frame capture verification and deliver each batch with a machine-readable certification report containing unique identifiers, frame counts, QA sample sizes, findings against Acceptable Quality Levels, and cryptographic hashes for data integrity. All personnel must be U.S. citizens with a favorably adjudicated Tier 3 or higher security clearance and current enrollment in the Continuous Vetting program under Trusted Workforce 2.0 standards, with fingerprints submitted within 30 days of award. Strict adherence to DoD and DFAS security directives including DoDM 5220.23, DoDM 5200.01, DoDI 5200.48, and 32 CFR Part 117 is mandatory, with Controlled Unclassified Information safeguarded in accordance with federal guidelines. Physical media will be transported under climate-controlled conditions with a documented item-level Chain of Custody, and destroyed only after formal authorization from the Government using DoD and NARA protocols. Performance will occur remotely via telework, with standard business hours Monday through Friday Eastern Time, excluding federal holidays. A pilot project requiring the digitization of 1,000 sheets from each collection must be completed within 30 days of contract award, followed by a Technical Baseline Report. The Government will conduct quality assurance validation using ANSI/ASQ Z1.4 General Inspection Level II sampling with AQL thresholds of 1.0% for critical errors and 2.5% for minor errors, and failure to meet standards will result in batch rejection and rework at no additional cost.
