Direct View LED Display System Installation and Insurance

Southern University and A&M College, Baton Rouge Campus, has issued a Request for Bid for the furnishing, installation, testing, and commissioning of a Direct View LED Display System for the Global and Innovation Welcome Center. The project scope includes LED display cabinets, mounting hardware, power and data distribution components, video processing equipment, and manufacturer-recommended accessories. The basis of design is the Unilumin Group Co., Ltd. Uslim III MIP 2.5 series, and all equipment must be manufactured under ISO-certified quality control procedures. Bidders must provide pricing on their own company quote forms and specify the brand and model numbers offered. If equivalent brands are proposed, bidders must submit sufficient technical data and illustrations for the University to evaluate quality and compliance. The solicitation is subject to several strict administrative and legal requirements. Bids must be submitted in a sealed envelope or via the specified electronic link by October 9, 2026, at 10:30 AM. All bids must use university standard forms, be completed in ink or typewritten, and include initials on every page. The contract may be extended for two additional twelve-month periods, not to exceed a total of thirty-six months. Successful contractors are required to provide a Performance and Payment Bond and a Certificate of Insurance within ten working days of notification. Compliance with various federal and state regulations is mandatory, including the Clean Air Act, Clean Water Act, Anti-Kickback Act, and non-discrimination statutes. Additionally, bidders must certify compliance regarding the Anti-Boycott of Israel and the Fair Labor Standards Act. Final payment of ten percent will be withheld until the contractor provides a clear Lien Certificate from the Clerk of Court forty-five days after the recordation of acceptance.
