DIRECTIONAL BORE AND EXCAVATION

Springville City Power is soliciting bids for fiscal year 2027 directional bore and excavation services under RFP 2026-10, with responses due by August 26, 2026, via the Euna Supplier Network platform. Contractors must provide trenching and directional boring services for a primary term of twelve months, extending to June 30, 2027, with an option for a one-year extension upon mutual agreement. Work must be performed within Springville, Utah, adhering to all City Public Works road and utility installation specifications, with bores required at depths between five and seven feet unless otherwise approved. Contractors are responsible for supplying all equipment, materials, labor, and permits, including dig and encroachment permits, and must restore all disturbed surfaces to original condition, clean worksites nightly, and submit as-built drawings to designated city email addresses. Payment is contingent upon project completion and will not be made on a progress basis, though project deposits may be considered on a case-by-case basis prior to work commencement. The evaluation process is weighted toward experience and qualifications (40 points) and cost (40 points), with additional consideration given to contractor references (10 points) and other contract provisions (10 points). The lowest cost proposal is not guaranteed selection; the City will award based on the best interest of the community, factoring in timeliness, expertise, and overall value. Proposals must include a completed Cost of Services sheet from Appendix A, a detailed letter of introduction on company letterhead, a comprehensive Statement of Qualifications covering company history, prior projects with references, and individual credentials of key personnel. Proof of insurance is mandatory, requiring primary commercial general liability coverage of $2 million per occurrence and $4 million aggregate, commercial auto liability of $1 million per occurrence, worker’s compensation per Utah statutory limits, and completed operations coverage to remain active for six years post-completion. The contractor must also demonstrate bonding capacity and name Springville City as an additional insured with a waiver of subrogation. Indemnification clauses require the contractor to defend and hold the City harmless from all claims arising from their work.
