Greenville County is soliciting proposals from qualified consulting firms to update its 2008 Disaster Debris Management Plan (DDMP) to ensure compliance with current FEMA, state, and federal guidelines. The update is driven by the need to incorporate lessons learned from the large-scale debris operations following Hurricane Helene in September 2024, during which the County managed approximately 1.05 million cubic yards of debris. The scope of work includes reevaluating eight pre-identified Temporary Debris Storage and Reduction Sites, updating debris removal zone maps, and establishing an Incident Command System (ICS) based management structure. The final deliverable will be an electronic version of the updated DDMP that adheres to NIMS, FEMA Public Assistance Program, FHWA Emergency Relief Fund, and EPA best practices. Proposals for this solicitation, RFP 27020, are due by October 19, 2026, with a tentative award date of October 29, 2026. The County will evaluate bidders based on integrity, reputation, experience, and past performance, requiring at least three references and resumes for key personnel. Selected vendors must provide lump sum pricing and maintain comprehensive general liability and automobile liability insurance of at least 1 million dollars per occurrence. The resulting contract will be subject to South Carolina law, including the Illegal Immigration Reform Act, and includes provisions for termination for convenience and non-appropriation of funds.

Full Description

Greenville County's current DDMP was developed in 2008 (attachment C) to establish procedures for managing debris resulting from hurricanes and other major disaster events. Since adoption of the plan, federal and state guidance, debris management practices, and the County's operational capabilities and resources have evolved. Most significantly, Greenville County implemented large-scale debris management operations following Hurricane Helene in September 2024. The County managed approximately 1.05 million cubic yards of storm-generated debris through multiple Temporary Debris Storage and Reduction Sites and disposal facilities. This response provided significant real-world experience related to site activation and operation, debris collection and reduction, contractor and monitoring activities, traffic management, environmental compliance, documentation, final disposition, site closure, and FEMA reimbursement requirements. The County intends to use the lessons learned from Hurricane Helene, together with current FEMA and state requirements and industry best practices, to update the 2008 plan and reevaluate its eight pre-identified Temporary Debris Storage and Reduction Sites. The resulting plan should reflect the County's current resources and capabilities and provide an effective, practical framework for managing future disaster debris operations.
