Disaster Restoration and Water Cleanup Services

Clemson University is establishing a fixed-price, not-to-exceed contract with multiple vendors to provide comprehensive disaster restoration and water cleanup services for its facilities throughout South Carolina. The scope of work includes water and fire mitigation, mold remediation, smoke removal, chemical contamination cleanup, and restoration from wind, storm, or equipment failure to return facilities to pre-loss conditions. The contract is anticipated to run from December 18, 2024, to December 17, 2029, consisting of an initial one-year term with four renewal options. Additional awards will be issued quarterly starting March 31, 2025, though no new awards will be granted after December 18, 2028. Selected vendors must meet strict operational requirements, including a mandatory two-hour on-site response time for emergencies and a minimum of five years of experience with university references. The procurement process utilizes a detailed pricing worksheet covering labor, equipment, and specialized services such as trauma scene cleanup and document remediation, with maximum allowable prices set to determine responsiveness. All contractors must comply with Clemson University's standard terms of purchase and South Carolina tax withholding requirements for nonresidents. Technical proposals must be submitted electronically via the buyWays system, and IICRC certification is required for qualifying bidders.
