Discovery Park Paving Project

The Discovery Park Paving Project, solicited under number 4714 by the California Transportation Agency, requires the contractor to provide all labor, materials, equipment, and incidental work necessary to complete roadway excavation, placement of aggregate base, hot mix asphalt paving, striping, and other tasks detailed in the project plans and specifications. The work must conform strictly to the 2024 Sacramento County Standard Construction Specifications, Caltrans 2024 Standard Specifications, and applicable federal, state, and local regulations, including permits from jurisdictional agencies. Bid submissions must be made electronically through the Sacramento County Electronic Bidding Portal by 2:00 PM on July 2, 2026, with no hand-delivered, faxed, emailed, or postal submissions accepted. Awards will be based solely on the base bid, without consideration of additive or deductive items. The winning bidder must hold a valid California Class A General Engineering Contractor’s license and provide a bid security of at least ten percent of the bid amount in the form of a corporate surety bond, certified check, cashier’s check, or cash. Upon award, the contractor must post performance and payment bonds issued by an approved corporate surety and maintain specified insurance coverages, including general liability, automobile liability, workers compensation, and contractor’s pollution liability. The project is subject to Davis-Bacon wage requirements, mandating weekly certified payrolls and retention of records for three years after project completion. The contractor must also comply with non-discrimination, equal employment opportunity, and accessibility mandates under Title VI, the Americans with Disabilities Act, and Section 504 of the Rehabilitation Act, and must adhere to 23 CFR Part 635 for safety, health, and sanitation standards. All personnel must be covered under federal and state labor laws, and the contractor must certify they are not debarred, suspended, or excluded from federal programs and have not engaged in collusion or sham bidding.
