The Sacramento Area Council of Governments (SACOG) is seeking qualified van leasing companies to be placed on its Authorized Vanpool Vendor List through a continuous application process. This initiative supports the Vanpool Start-Up Subsidy Program, which provides limited-term monthly subsidies of 300 dollars for up to nine months to newly formed vanpools operating within or destined for the six-county Sacramento region. For fiscal year 2027, the total aggregate funding for the program is set at 18,000 dollars. Selected vendors will be responsible for marketing the program, providing ride-matching assistance, and ensuring all vanpools are registered in the NorCal GO rideshare platform. The selection process is qualification-based, requiring a Statement of Qualifications that meets specific pass/fail criteria. To be approved, vendors must provide proof of valid insurance, agree to a three-year record retention policy, and commit to sharing data for National Transit Database reporting. Additionally, applicants must submit a Debarment Certification, Levine Act and Government Code 1090 forms, and a County of Sacramento Payee Data Record, while maintaining good legal standing with the California Secretary of State. The resulting agreements will have a five-year term from the effective date, with payments made via check or wire transfer. Vendors must also comply with the Americans with Disabilities Act, Buy America provisions, and applicable DBE regulations. Applications are accepted through the procurement portal until September 30, 2028.

Full Description

The Sacramento Area Council of Governments (SACOG) is a Joint Powers Authority (JPA) representing 28 cities and counties across El Dorado, Placer, Sacramento, Sutter, Yolo, and Yuba counties. As the region's metropolitan planning organization, SACOG is responsible under state and federal law for long‑range regional planning and works with local partners to address shared challenges related to transportation, housing, air quality, climate change, and protection of agricultural and natural resources. Through the 2025 Blueprint, SACOG has committed to advancing three strategic goals: equity, economy, and environment. As the regional transportation planning agency, SACOG develops and implements transportation plans serving approximately 2.7 million residents. In addition to long‑range planning, SACOG implements transportation demand management programs that complement the physical transportation network by improving mobility options, reducing greenhouse gas emissions, and expanding equitable access to opportunity throughout the region. The Vanpool Start‑Up Subsidy Program supports these objectives by providing limited‑term monthly subsidies to newly formed vanpools during their first year of operation. For fiscal year 2027, the program offers $300 per month for up to nine months to qualifying vanpools that operate primarily within the six‑county Sacramento region or that have one or more employment destinations within the region. SACOG establishes a not‑to‑exceed funding amount each fiscal year that applies to all approved vanpool providers in aggregate. For fiscal year 2027, the amount is $18,000. Funding levels for future years have not yet been determined at the time this solicitation is issued.
