This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Estimated October 15, 2020. However, this is subject to change. Title of Project: Federal Emergency Management Agency (FEMA) Region VIII, Disinfectant Products: Wipes to meet the needs of Region VIII States during COVID-19 response efforts. Description: U.S. Department of Homeland Security: Federal Emergency Management Agency (FEMA) Region VIII has a requirement is to obtain effective surface disinfectant products for use against SARS-CoV-2, the novel coronavirus that caused COVID-19, to meet the needs of Region VIII States during COVID-19 response efforts. In order to meet the Government's requirement, products must be included on the EPA's List N: Products with Emerging Viral Pathogens AND Human Coronavirus claims for use against SARS-CoV-2. The product's EPA registration # must be included in the offeror's proposal. https://www.epa.gov/pesticide-registration/list-n-disinfectants-use-against-sars-cov-2-covid-19 Disinfectant product that shall be in the form of a disinfectant wipe. Disinfectant wipes should be divided into resealable containers. The optimal disinfectant wipe count per container is approximately 75 wipes. However, an alternate count may be accepted. The offeror shall state the number of disinfectant wipes per container within their proposal. Maximum - The requested not to exceed (NTE), maximum amount is 1,020,000 qty containers/canisters, based off of 75 count wipes per container. This equates to: 76,500,000 qty single/individual wipes (calculated: 75 wipes per container @ 1,020,000 containers/canisters) Minimum - In order to be considered for award, minimum amount the offeror must be able to provide and propose is 250,000 qty containers/canisters, based off of 75 count wipes per container. This equates to: 18,750,000 qty single/individual wipes (calculated: 75 wipes per container @ 250,000 qty containers/canisters). The Contractor, as an independent organization and not as an agent of the Government, shall furnish all labor, materials, supplies, facilities, equipment, transportation and travel necessary to deliver the items to the following states: Colorado, Utah, South Dakota, and North Dakota. Delivery shall be FOB Destination. Type of Procurement: It is anticipated that one or more firm-fixed price contracts will be awarded. Proposals will be evaluated using the evaluation factors listed in Section M of the solicitation. Estimated Period of Performance: 120 days from receipt of award Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents. Funds are not currently available for this requirement. This procurement will be set-aside for small businesses. The small business size standard for NAICS 325612 is 500 employees.
