Solicitation # 19AQMM24R0113
Solicitation 19AQMM24R0113 is a negotiated request for proposals issued by the U.S. Department of State to provide and support Next Generation (NextGen) Passport Personalization Printers across all domestic passport sites, including 29 agencies, passport centers, and non-production environment sites. The scope of work encompasses program management, transition support, warranty services, and the provision of specialized printers capable of laser engraving, color printing, and chip personalization in accordance with ICAO Document 9303 standards. The contract is structured as a single-award IDIQ with a base year and four option years, utilizing a mix of firm-fixed-price and time-and-materials CLINs for services such as installation, integration, training, and ongoing technical support. Due to the sensitive nature of passport production, the contract mandates rigorous security requirements, including Top Secret facility clearances, Secret personnel clearances, and strict adherence to DD Form 254 and Department of State connectivity standards. Performance is measured by strict quality metrics, requiring printers to be operational 95 percent of normal working hours and limiting passport book damage to less than 0.5 percent. The solicitation has undergone numerous revisions and suspensions, with the most recent update extending the closing date to November 30, 2027. Proposals must be submitted electronically and include detailed technical, management, and staffing volumes, as well as a pricing table.
