AI Contract Overview

The Defense Logistics Agency (DLA) plans to award a modification to contract SP3300-16-D-5002 on a sole source basis to Technica LLC for Distribution Labor Support Services. The contract supports labor needs related to workload surges, unforeseen or unplanned demands, contingency operations, and special projects. Due to higher than anticipated usage, an increase in the contract ceiling is necessary to continue meeting DLA's operational needs without interruption. The modification is justified under FAR 6.302-1(a)(2)(iii), as only Technica LLC is capable of meeting the current requirements in a timely manner, and awarding to another source would lead to unacceptable delays that could impede DLA’s mission. This contract is inherently designed for unplanned requirements, making advanced competition infeasible. The ceiling increase serves as a temporary measure to ensure immediate mission support, with a follow-on procurement currently underway. Failure to increase the ceiling would leave DLA Distribution without a contract vehicle to provide these essential services. The contract, initially awarded for labor support at DLA Distribution’s New Cumberland, Pennsylvania location, falls under NAICS code 493110. The agency emphasizes that this notice is not a solicitation for proposals or bids, and no responses are anticipated. Points of contact for further information include Scott Lesh and Jada A. Weaver. The official justification and approval document will be made available upon execution.

Full Description

In accordance with FAR 6.302-1, the Defense Logistics Agency (DLA) anticipates awarding a modification to existing DLA Distribution Contract SP3300-16-D-5002 on a sole source basis to Technica LLC. This contract provides labor to support workload surges, unforeseen/unplanned workload, contingency operations and special projects. The modification would increase the ceiling amount as the contract has been outpacing the anticipated spend rate. Pursuant to the exception under FAR 6.302-1(a)(2)(iii), only Technica LLC is capable of providing the services at this time; award to any other source will result in unacceptable delays and would preclude DLA from reacting timely to requirements. This action could not have been overcome by advanced planning given the nature of this contract, which is to support unplanned, unforeseen requirements. If the contract ceiling is not increased to accommodate the known and anticipated requirements of this contract, as well as any unplanned requirements, DLA Distribution would not have a contract vehicle to provide services within the scope of this contract to support DLA and its customers mission. The modification to current contract SP3300-16-D-5002 will serve as a temporary solution to fulfill immediate mission requirements. A follow-on procurement is in process. The J&A for this ceiling increase will be posted as part of this notice once executed. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action.
