Distribution of updated legal materials, books and subscriptions

This is a notice of intent to award a sole source contract under statutory authority 41 U.S.C. 3304(a)(1), set forth in Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" to West Publishing Corporation. The Government intends to acquire contractor support for the Office of General Counsel (OGC) for legal materials and subscriptions on current events, rules, laws and regulations that govern the Department of Housing and Urban Development and other areas of the Federal Government. The documents and materials will assist HUD in keeping current and up to date with the ever-changing rules and regulations that govern our society. This notice of intent is not a request for competitive proposals; however, all responses received by the closing date and time will be considered for future requirements. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government.
