District-Wide Maintenance Rating Program Evaluation, Rest Area and Weigh Station Inspection

The Florida Department of Transportation is soliciting proposals for a district-wide Maintenance Rating Program Evaluation, Rest Area and Weigh Station Inspection, and E-Maintenance Data Collection services under solicitation number DOT-ITB-26-5007-MRP, with bids due by May 11, 2026, at 10:00 a.m. All respondents must be registered in the State of Florida’s MyFloridaMarketplace system, and out-of-state entities must be authorized to do business in Florida and hold any required professional licenses from the Department of Business and Professional Regulation. Evaluation is based on Lowest Price Technically Acceptable criteria, where responsiveness and technical compliance with Exhibit A’s scope—covering MRP evaluations, inspections, and data collection—are prerequisites, after which the lowest bid prevails. The contract incorporates state-specific provisions including mandatory compliance with Title VI of the Civil Rights Act, the Age Discrimination Act, Section 504 of the Rehabilitation Act, and the Uniform Relocation Assistance Act, along with Florida-specific requirements such as E-Verify for employment eligibility, attestation against doing business with certain foreign countries or entities on scrutinized lists, and adherence to Department standards like the Maintenance Rating Program Handbook and F.A.C. Rule 14-28.002. Performance will occur across Florida, with inspections conducted at rest areas, weigh stations, and other transportation facilities as designated by FDOT. All deliverables, including reports, maps, and digital data, become the property of the State of Florida and must bear professional seals where required by law.
