OER Solar Quality Assurance Study and Report

The State of Rhode Island Office of Energy Resources is soliciting a consultant under RFP27007093 to conduct a Quality Assurance Study and Report for the Renewable Energy Growth Program installations from the 2026-2028 program years. The selected consultant will perform on-site assessments by licensed electricians to ensure systems are safe, high quality, and compliant with NEC and state specifications. Key deliverables include a sampling memo for OER approval, standardized inspection reports for installers and homeowners, a customer feedback survey, and a final report presented in person to the DG Board. The initial contract term is three years starting approximately January 1, 2027, with the possibility of two additional 12-month renewals. Award decisions are based on a weighted scoring system of 106 points, requiring a minimum technical score of 55 points to proceed to cost evaluation. Bidders must provide a detailed cost proposal broken down by specific tasks, ranging from small-scale PV inspections to larger wind and hydropower projects. Mandatory requirements include a Supplemental Bidder Attestation regarding conflicts of interest, an ISBE participation plan for MBE, WBE, or Disability Business Enterprises, and professional certifications such as NABCEP. The consultant must also maintain significant insurance coverage, including 2 million dollars in professional liability and 1 million dollars in commercial general liability and automobile liability.
