Division Of The State Architect Project Inspector (Pi) Services

The Pomona Unified School District is soliciting Statements of Qualifications to establish a pre-qualified pool of Division of the State Architect Project Inspectors to provide on-site inspection services for K–12 school construction projects funded by bond measures, including modernizations, alterations, and new construction. Inspectors must hold current DSA certification (Class 1, 2, or 3) and DIR registration, ensuring full compliance with Title 24 California Code of Regulations, DSA regulations, California Education Code, and labor standards. Responsibilities include continuous on-site monitoring of all construction phases, conducting special inspections, verifying contractor pay applications, maintaining comprehensive job files, submitting daily and semi-monthly reports, reviewing as-built drawings, managing punch lists, coordinating project close-out with DSA, and ensuring adherence to all applicable safety, energy, plumbing, electrical, and building codes. All proposals must be submitted as an original hard copy with wet-ink signature and a PDF on a flash drive, organized into seven indexed sections totaling no more than 15 pages for the Statement of Qualifications, excluding resumes and exhibits. Proposers must demonstrate technical qualification through detailed resumes of inspection staff, relevant project experience, and a thorough understanding of DSA protocols and California school construction standards. Additional mandatory requirements include executing a Non-Conflict of Interest Statement, certifying compliance with drug-free workplace and anti-discrimination laws, maintaining specified insurance coverage—including $2 million commercial general liability, $1 million professional liability sustained for five years post-agreement, and workers’ compensation coverage—and ensuring all employees with pupil contact undergo Livescan fingerprinting and clearances through the California Department of Justice and Megan’s Law registry.
