DAS - Fleet Master Lease Lessor
Solicitation # SRC0000040266
The State of Ohio, through the Department of Administrative Services and the Office of Fleet Management, is establishing a Fleet Master Lease Program to provide lease-to-purchase financing for motor vehicles used by eligible state agencies. Effective from January 1, 2027, to December 31, 2028, this requirements contract appoints a Lessor to act as a financing entity for various vehicle types and sizes. The contract is a firm fixed-percentage agreement where the award is granted to the lowest responsive and responsible bidder based on a submitted credit spread and cost of capital rates. The initial term may be extended by the agency for one month at its discretion, with further mutual renewals up to 48 months. The Lessor is responsible for ordering motor vehicle groups from designated vendors upon receiving approval and must issue payments to those vendors within 30 days of receiving a certificate of acceptance and invoice. Payments from the state to the Lessor consist of quarterly principal and interest in arrears, with the first payment occurring no sooner than 30 days after the initial funding date. Key constraints include a minimum financing amount of 18,000 dollars per vehicle group and a strict prohibition on the use of subcontractors. Additionally, the Lessor must comply with Ohio ethics laws, non-discrimination requirements, and drug-free workplace standards, while allowing state agencies the option to self-insure for collision and comprehensive coverage.

The Naval Criminal Investigative Service (NCIS) is conducting market research under solicitation N63285-26-SSA-0007 to identify qualified vendors capable of leasing four V-6 4x4 Sports Utility Vehicles, specifically the Toyota Land Cruiser HZJ 76 4x4 or an equivalent model, for operations at the NCIS Resident Agency in Djibouti. The requirement calls for new, unregistered vehicles with less than 1,610 kilometers on the odometer, equipped with a 4.5L turbo diesel engine, 5-speed manual transmission, 130L fuel tank, left-hand drive, and finished in white, all designed to operate reliably under extreme environmental conditions including high temperatures, rough terrain, and low-quality roads. The anticipated contract will have a base period of one year beginning September 8, 2026, with four optional one-year renewal periods extending through September 7, 2031, structured as a Firm Fixed Price arrangement consistent with prior contracting history. Vehicles must meet strict condition standards, including compliance with local emissions regulations, full insurance coverage, valid registration, and the provision of essential documentation such as insurance policies, tax receipts, circulation booklets, and roadside emergency instructions. The Government requires full compliance with maintenance and warranty standards, mandating that all vehicles be serviced according to manufacturer guidelines and that a replacement vehicle be provided at no cost during repairs, excluding damage caused by operator negligence. Abnormal wear and tear, defined as scratches or dents exceeding one inch, cracked glass in the driver’s line of sight, missing parts, bumper damage greater than six inches, or broken lights, may result in vehicle rejection and daily penalties amounting to one-thirtieth of the monthly lease cost until replacement is delivered within two calendar days. The contractor is responsible for the first $3,300 USD in damage per incident, with the Government covering amounts above that threshold; they must also promptly report any insurance changes and provide documentation for host nation fines if incurred without negligence. Vehicle deliveries must occur during government work hours with full fuel tanks, two sets of keys, and a clean interior and exterior. At the end of the contract term, all government-installed equipment must be removed, and the contractor must restore the vehicle to its original condition.
