DOER RFQ-ENE-2027-001 Passive House Assistance Resource (PAR)

The Massachusetts Department of Energy Resources issued invitation-only solicitation BD-27-1041-ENE01-ENE01-132401 (RFQ-ENE-2027-001) to establish a Technical Assistance Provider pool for the Passive House Assistance Resource (PAR) program. With a maximum funding limit of 1.25 million dollars, the program provides technical consulting and advisory services to help developers and design teams achieve Passive House certification for new multi-family buildings and adaptive reuse projects within specialized and stretch code communities. The procurement is governed by Statewide Contract PRF74 and is subject to the Massachusetts Small Business Purchasing Program (SBPP), with a strong preference for awarding to registered SBPP businesses based in Massachusetts. Proposals are evaluated based on the effectiveness of the proposed approach, the likelihood of achieving outcomes, subject matter expertise in Passive House certification, and overall budget value.
