RFQ - Richardson WTP Membrane Pilot Project

The Cape Fear Public Utility Authority is seeking a qualified engineering consulting firm to provide professional services for the Membrane Pilot Project at the Richardson Water Treatment Plant in North Carolina. The selected consultant will be responsible for the design, procurement, operation, testing, and evaluation of a pilot-scale low-pressure reverse osmosis membrane treatment system. Key objectives include establishing performance criteria, soliciting membrane manufacturers, developing a comprehensive testing and quality assurance plan, and providing ongoing technical support. The project culminates in the delivery of final technical memoranda detailing membrane performance, design criteria, and estimated full-scale capital and lifecycle costs. This is a qualifications-based selection process with a response deadline of September 8, 2026. Proposals are evaluated based on project understanding and approach (30%), relevant firm experience (25%), staff qualifications (25%), and project management and technical expertise (20%). The selected firm must comply with the Mini Brooks Act and maintain specific insurance coverages, including general liability of 1 million dollars per occurrence and 2 million dollars aggregate. A detailed scope of work and fee schedule will be negotiated with the most qualified firm, with project deliverables spanning from September 2026 through September 2027.
