Doering Fleet Management — Fleet leasing, financing, and management

Master Agreement 112025 is a cooperative purchasing contract between Sourcewell, a Minnesota local government unit, and Doering Fleet Management for the provision of comprehensive fleet leasing and vehicle management services. The contract is designed to serve a broad range of participating entities, including governmental, educational, nonprofit, and tribal agencies across the United States and Canada. The scope of work includes a turn-key solution for vehicle acquisition across all weight classes and engine types, including electric vehicles, as well as maintenance, upfitting, telematics integration, roadside assistance, and the deployment of charging infrastructure. The agreement features a four-year base term ending May 4, 2030, with the possibility of up to three one-year extensions. While the internal estimated contract value is 600 million dollars, pricing for participating agencies is structured around MSRP, with estimated discounts ranging from 3 percent to 15 percent depending on vehicle class and configuration. The award was determined using a trade-off methodology based on a 1,000-point scoring system, with pricing weighted most heavily at 40 percent, followed by the depth of solutions, delivery capabilities, marketing plans, and value-added attributes. All equipment must be delivered in fully operational condition and meet or exceed industry warranty standards.
