The County of Sacramento, Department of Animal Care Services, is soliciting proposals from qualified vendors to provide commercially manufactured companion animal food products for dogs, cats, rabbits, and optional small animals housed at Bradshaw Animal Shelter. The shelter cares for approximately 400 animals per day and requires nutritionally complete diets and reliable weekly deliveries to support twice‑daily feeding operations. This RFP establishes multiple-award, best‑value contracts designed to strengthen the County's food supply capabilities, improve nutrition options for animals with varying medical needs, ensure reliable access to prescription diets, and enhance the continuity of care for animals transitioning to adoptive homes. By awarding multiple vendors across several species-specific categories, the County aims to maintain stable food availability, expand product choice, and support flexible procurement throughout the contract term. The anticipated contract term will begin November 1, 2026, and continue through October 31, 2027, with the option to renew annually for up to four additional one-year terms. Renewals will be contingent upon satisfactory performance, funding availability, and mutual agreement. Final contract execution will be subject to all terms and conditions established by the County's Contract and Purchasing Services Division, including compliance with nutritional requirements, and all applicable laws. This RFP is part of a cooperative purchasing agreement through the Lead Participating Agency, County of Sacramento, for SCoPA (Sacramento County Procurement Alliance), a collaboration that allows the County and other Governmental, Educational, and Non-Profit entities to benefit from collective purchasing power and allow for efficient contractual processes for the supplier community. As a result, any selected bid may be utilized by additional participating entities, providing expanded visibility and potential for additional opportunities.
