The Department of Justice Justice Management Division awarded contract 15JPSS23C00000056 to Aware, Inc. of Bedford, Massachusetts, under the authority of FAR 13.106-1(b) as a single-source procurement. This agreement provides a new Enterprise Perpetual License Agreement for the Aware Universal Automated Booking Station application and Aware BioComponents software, which serve as the foundational platforms for the Joint Automated Booking System. These tools enable DOJ law enforcement agencies to electronically identify and book federal detainees or subjects. The scope of the contract includes ongoing software support and maintenance for the UABS application, BioComponents software, and the Aware Software Development Kit. Maintenance services encompass bug fixes, version upgrades, help desk support, and integration with new peripheral devices and biometric data functions such as iris imaging, fingerprinting, and scanning. Additionally, the contract covers incidental professional services to enhance the functionality and capability of the software. This sole-source award was justified by the proprietary nature of the software and the associated development kit, as well as the significant costs that would be incurred by transitioning to a different platform.
