Donohue Bridge Minor Rehabilitation

The City of Sarnia is soliciting bids for the Donohue Bridge Minor Rehabilitation project, identified as solicitation number 23-2026. The scope of work involves structural and deck repairs at Mile 59.91 of the CNR Strathroy Sub, including the removal of existing asphalt and cement masonry on the west side of the bridge, patch repairs to the west fascia and cantilever soffit, and the installation of a new deck drainage system. The project also includes site restoration involving topsoil, sod, and plant material. Construction is tentatively scheduled to begin on June 7, 2027, with a target completion date of November 1, 2027. Funding for this project is subject to approval from the Province of Ontario's Housing-Enabling Water Systems Fund. Bidders must submit electronic proposals through the Sarnia Bidding Site no later than 1:00 p.m. local time on October 15, 2026. Mandatory eligibility requirements include a Domestic Supply Chain Commitment Plan, which requires a minimum of 55% domestic content for major goods and services from Ontario and Canada. Proponents must also provide a 10% digital bid bond and, if successful, a performance bond for 100% of the contract price. Additional requirements include a Certificate of Liability Insurance naming the City of Sarnia as an additional insured, a WSIB Clearance Certificate, and a comprehensive health and safety plan compliant with Ontario provincial standards. The City reserves the right to award the contract to a bidder other than the lowest bidder, evaluating candidates based on their ability, experience, capital, plant, and price reasonableness. All work must adhere to Ontario Provincial Standard Municipal General Conditions and the City's Fair Wage Policy.
