AI Contract Overview
The U.S. Department of State, through the Bureau of Acquisitions and Overseas Buildings Operations, is seeking information from U.S.-based businesses capable of providing international systems furniture installation services under a potential indefinite-delivery, indefinite-quantity (IDIQ) contract that is a total small business set-aside. This sources sought notice is not a solicitation or request for proposal; responses will be treated solely as market research and will not constitute proposals or entitle respondents to compensation, except as allowable under FAR 31.205-18. Interested firms must submit a vendor capability statement, a brief overview of their experience delivering international furniture installation services—particularly to government clients—and confirm their ability to meet project schedules, including any GSA contract numbers. Respondents must declare if they are a small business, provide their Unique Entity ID (UEI), confirm an active SAM registration, and disclose whether they hold an active Defense Security Clearances Agency (DSCA) security clearance. Only small businesses are eligible for award due to the 100% small business set-aside designation. The contract will require contractors to install, dismantle, and transport systems furniture from manufacturers including Allsteel, MillerKnoll, and Haworth at U.S. diplomatic facilities overseas, with average project sizes ranging from 20 to 200 desks and durations of one to four weeks. Work involves managing logistics through a U.S.-based Consolidated Receiving Point, performing warehouse inspections in both secure and non-secure environments, and meeting strict compliance requirements under the 2012 International Building Code, ASCE 7-10, FEMA E-74, NISPOM, and the Defense Base Act. Contractors must maintain a Secret Facility Clearance, with personnel holding Secret clearances, and are subject to 120 days from award to obtain clearance if not already holding one. Key personnel—including a Project Manager with five years of overseas experience, an Installation Chief with similar qualifications, and trained installers—must be identified and available for deployment. Deliverables include punch lists with digital photos, project acceptance reports, shipping plans, and expense documentation submitted in specified formats via email. All work is performed under task orders issued after contract award, and services may include quality control and pre-performance conferences. Responses are due by May 26, 2026, and must be emailed to the designated point of contact; clarification requests must be submitted by May 19, 2026.
