ROSES25: A.14 AtmosphereNASA’s ROSES-2025 program element A.14 Atmosphere, identified by solicitation number NNH25ZDA001N-ATMOS, invites research proposals focused on atmospheric science aligned with the Earth Science Division’s strategic goals. All proposals must be preceded by a Mandatory Notice of Intent submitted via NSPIRES no later than August 20, 2026; failure to submit a timely NOI will result in automatic declination without review. Proposals are due on October 20, 2026, and must be submitted electronically through NSPIRES or Grants.gov. This program element employs dual-anonymous peer review, requiring the technical proposal to be stripped of all identifying information and submitted separately from non-anonymized components including expertise and resource documentation and a total budget PDF. Proposers are strongly encouraged to use the official Earth Science Division template for the summary table of work effort. Beginning August 5, 2026, all Principal Investigators and Co-Investigators contributing ten percent or more effort must complete NASA-accepted research security training through the NSF’s online modules or the SECURE Center’s condensed version. Awards are anticipated to be granted as grants or cooperative agreements, with typical performance periods of three years, though durations may extend up to five years depending on the proposal. All applicants must maintain an active registration in SAM.gov with a valid Unique Entity Identifier, and organizations with active federal awards exceeding $10 million or receiving awards of $500,000 or more are subject to additional reporting under federal regulations. The proposal must include biographical sketches for key personnel, a table detailing personnel effort, and an optional Observing, Sounding, and Data Management Plan not exceeding two pages. Formatting requirements include a 15-page limit for the technical section in standard US Letter format with one-inch margins, 12-point font, and 5.5 lines per inch, all submitted as unlocked PDFs with embedded fonts. NASA does not use fixed contract types such as FFP or IDIQ for these awards and does not apply FAR contract clauses, as ROSES operates under a research solicitation framework governed by NASA policy and federal grant regulations. Foreign participants require institutional endorsement letters, and proposals involving the International Space Station must include a feasibility letter from the ISS Program. Evaluation is based on relevance, intrinsic merit assessed on a five-tier adjectival scale, and cost reasonableness, with no use of lowest price technically acceptable methodologies; award decisions also
