Douglas Drive Bridge Seismic Retrofit Project

The City of Oceanside is executing the Douglas Drive Bridge Seismic Retrofit Project, located at the San Luis Rey River in San Diego County. The primary scope of work involves increasing the structural stability of the bridge by constructing full-height infill walls between columns at Piers 4 through 12 to reduce movement during seismic events. Additionally, the project includes the installation of two fish passage flumes, a wildlife crossing, and the in-kind reconstruction of affected portions of Levee 3 and the San Luis River Trail. The project is governed by several regulatory approvals, including Lake and Streambed Alteration Agreement EPIMS-SDO-55909-R5 pursuant to Fish and Game Code section 1602 and Clean Water Act section 401 water quality certification R9-2025-0161. To offset environmental impacts, the applicant will implement a mitigation plan at the 2.28-acre El Corazon site, which includes establishing 0.07 acres and enhancing 0.02 acres of freshwater wetlands, restoring 0.26 acres of coastal sage scrub, and eradicating 0.04 acres of invasive riparian vegetation. The project has been cleared under the California Environmental Quality Act, with Notices of Determination issued by the California Department of Fish and Wildlife and the San Diego Water Board in late 2025.
