Pier View Way Bridges and Lifeguard Headquarters and Beachfront Facilities Phase II Project

The Pier View Way Bridges and Lifeguard Headquarters and Beachfront Facilities Phase II Project, managed by the City of Oceanside under solicitation RD23-00007, is a comprehensive infrastructure initiative to improve public access and usability at the Oceanside Municipal Pier. The scope includes the reconstruction of the Pier Bridge and Lifeguard Headquarters, the construction of a new east Lifeguard Support Facility, and enhancements to the Junior Seau Beach Community Center, Amphitheatre, Bandshell, and pier plaza. Additionally, the project includes conceptual designs for Betty's Lot to support a new beachfront park with community recreation classrooms and accessible pathways. Technical specifications include a conceptual beachfront lighting plan, a storm water quality management plan, and detailed geotechnical and paleontological assessments. Due to the nature of the site, the contractor must meet stringent hazardous materials qualifications, including California Department of Public Health certifications for lead-related construction and licensed handling of PCB-related wastes. The project also emphasizes tribal consultation under Assembly Bill 52 to protect cultural resources and adheres to strict quality assurance and monitoring programs for all construction activities.
