Pier View Way Bridges and Lifeguard Headquarters and Beachfront Facilities Phase II Project

The Project involves comprehensive improvements to critical infrastructure and public spaces in Oceanside, California, including the Pier View Way Bridges and Lifeguard Headquarters, the Junior Seau Beach Culture Center, the Junior Seau Amphitheater and Bandshell, and the surrounding pier plaza and public areas. Additional conceptual development is proposed for Betty’s Lot, which envisions elevated built elements above the existing surface parking lot to create a new beachfront park featuring community recreation classrooms, terraced landscaping, and accessible ramped paths. The scope also includes lead and asbestos abatement on the Pier View Way Bridge and Lifeguard Headquarters prior to any restoration or demolition, requiring strict adherence to federal and state hazardous materials regulations, including EPA, OSHA, NIOSH, HUD, and California Title 8 and Title 17 codes. Work must be executed by certified personnel with documented training, respiratory protection, and proper decontamination protocols, and all hazardous waste must be handled, transported, and disposed of in compliance with state licensing requirements. The project is supported by a robust set of technical attachments including conceptual alternatives, as-built plans, cost estimates, seismic deficiency assessments, historic preservation evaluations, sea-level rise analyses, and correspondence with regulatory agencies such as the California Coastal Commission. The project has undergone environmental review with three alternatives analyzed: one focused on core infrastructure upgrades, another incorporating Betty’s Lot development, and a “No Project” baseline. While no formal contract value or pricing structure is available, performance is expected to occur primarily at 301 The Strand N., Oceanside, CA 92054, with the City of Oceanside Engineering Division serving as the controlling authority. Key personnel, including a Senior Civil Engineer and a Senior Project Manager, are designated for coordination, and the City’s Development Services Department manages submittals through the eTrakt portal. All contractors are required to submit detailed plans, permits, contingency protocols, and daily logs, with strict accountability for safety, compliance, and quality control throughout the project lifecycle.
