The proposed Downtown Thousand Oaks Project involves the redevelopment of a 17.68-acre site bounded by Thousand Oaks Boulevard, Conejo School Road, Highway 101, and Oakwood Drive, currently zoned SP-11 and SP-20 under Institutional and Commercial Neighborhood designations. The project seeks to amend the General Plan to reclassify a 5.33-acre portion to Mixed-Use with increased height allowances and to update the Civic Arts Specific Plan to support a pedestrian-oriented downtown featuring residential, hotel, commercial, office, and entertainment uses. Central to the plan is the partial reconstruction of City Hall, the creation of public amenities including a park plaza and outdoor amphitheater, new roadways, utility upgrades, and stormwater improvements. The project includes a Tentative Tract Map consolidating 14 parcels into nine new lots and calls for four new buildings: a seven-story 142-key hotel, a seven-story 161-unit mixed-use building with 26 affordable units, a four-story 79-unit mixed-use building with 13 affordable units, and a two-story restaurant, all supported by subterranean parking. A public park with a children’s play structure, splash pad, interactive equipment, seating, and flexible open space is also included, alongside permits for alcohol sales, tree removal and replacement, and encroachments into protected tree zones. Satellite parking will be provided at 265 South Rancho Road and 110 South Conejo School Road during peak times, with these locations also serving as off-site construction laydown areas. Construction is planned in five phases, beginning in 2027 and concluding by 2032, under the oversight of the City of Thousand Oaks.

Full Description

The approximately 17.68-acre proposed project site is generally located at 2100 East Thousand Oaks Boulevard. The project site is currently designated Institutional and Commercial Neighborhood, and zoned SP-11 and SP-20. The site is specifically bound by Thousand Oaks Boulevard and commercial uses (i.e., Saremi and Johnstone Dentistry) to the north, Conejo School Road and commercial uses (i.e., The Lakes shopping center) to the east, Highway 101 to the south, and Oakwood Drive, commercial uses (i.e., Enhanced Landscape, a private landscape company), and single-family residential uses to the west. The site is located within the Civic Arts Specific Plan (SP-11) and Thousand Oaks Boulevard Specific Plan (SP-20), and consists of three public right-of-way segments (i.e., Thousand Oaks Boulevard, Dallas Drive, and Oakwood Drive). The proposed project would use the parking facilities at 265 South Rancho Road and 110 South Conejo School Road for satellite parking during peak demand times. These locations would also be utilized for off-site construction laydown areas. The proposed project involves a General Plan Amendment to change the land use designation of a 5.33-acre portion of the project area to Mixed-Use and increase the height within that area; amendment of the Civic Arts Plaza Specific Plan (SP No. 11) to facilitate development of a new pedestrian-oriented downtown, including mixed-use residential, a hotel, commercial, office, and entertainment uses; partial reconstruction of the existing City Hall; public amenities such as a park plaza and outdoor amphitheater; and supporting infrastructure, including new roadways, reconfigured utilities, and stormwater management improvements; a Tentative Tract Map consolidating 14 existing parcels into 9 new lots; a Development Permit for construction of four new buildings, including a seven-story, 142-key hotel; a seven-story, 161-unit mixed-use building (26 affordable units) with subterranean garage; a four-story, 79-unit mixed-use building (13 affordable units) with subterranean garage; a two-story restaurant building; and a public park with a children’s play structure, splash pad, interactive play equipment, informal stages and seating areas, and flexible open space; a Special Use Permit for the sale and consumption of alcohol; and a Protected Tree Permit for the removal and replacement of protected trees, as well as the encroachment into the protected zone of protected trees. The proposed project would be constructed in five phases, which are anticipated to commence in 2027 and be completed by 2032.

Villa Margherita—TSM No. 5608, CUP No. 2026-05, and Exception No. 2026-05The proposal seeks to subdivide a property in Visalia, California, into 82 single-family residential lots under Tentative Subdivision Map No. 5608, with accompanying infrastructure including landscaping outlots, lighting, and designated park spaces, all situated within the R-1 zoning classification. To accommodate the development’s design, a Conditional Use Permit has been requested to permit a planned unit development that deviates from standard lot size and setback requirements, allowing for greater density and flexible layout while still adhering to overall community planning goals. Alongside this, an exception request seeks relief from certain Objective Design Standards, specifically concerning architectural façade elements, to permit design variations that align with the planned aesthetic vision of the development. The project is being advanced by applicant Sam Sciacca and reviewed by the City of Visalia’s planning department, with Principal Planner Jarred Olsen serving as the primary point of contact. The application was posted on August 7, 2026, and is currently in the forecast phase, indicating it is under initial review and not yet submitted for formal approval. The proposed development is located within the city limits of Visalia, California, and all associated permits and exceptions are being evaluated under municipal regulations to ensure compatibility with local land use policies and community character. Further public input and agency review will be required before any approvals are granted.

Deer Creek Preserve - SALT AnaheimThe Deer Creek Preserve project in Anaheim, California, proposes a residential development on approximately 76.01 acres along E. Santa Ana Canyon Road between Festival Drive and Eucalyptus Drive, with a total of up to 359 housing units, including up to 299 single-family detached homes and up to 60 affordable senior housing units composed of 59 deed-restricted lower-income senior units and one manager’s unit. At least 16.4% of the total units are designated for lower-income households, with all affordable units subject to state-mandated restrictions through covenants, management protocols, and occupancy controls. The project includes necessary infrastructure such as roadway upgrades, utility improvements, a water quality basin, retaining walls, gated entries, a guardhouse, and monument signs. An optional recreation amenity center of up to 45,492 square feet may be constructed on a designated lot, but if not built, passive open space will occupy the site instead; environmental analysis assumes the worst-case scenario including the recreation center. The application seeks a Tentative Tract Map, Conditional Use Permit, and Specimen Tree Removal Permit and is submitted under the Housing Accountability Act as a Builder’s Remedy project, which exempts it from requirements for general plan or zoning amendments. Despite this exemption, the project is fully subject to environmental review under CEQA, requiring comprehensive analysis and mitigation of all significant environmental impacts.
