NASA Headquarters has issued a Draft Request for Proposal (DRFP) for the Commercial SmallSat Data Acquisition (CSDA) Program, aimed at acquiring Earth observation data and related services from commercial satellite providers. The program supports NASA's Science Mission Directorate, Earth Sciences Division, by providing access to enhanced data capabilities such as higher resolution and increased temporal frequency, complementing existing NASA Earth observation assets. The acquisition strategy involves a multiple-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period, allowing for firm-fixed-price task orders. The effort emphasizes compliance with government-defined End User License Agreements (EULAs), which are non-negotiable and structured to ensure broad dissemination and sharing of data with U.S. government agencies and partners for scientific, non-commercial use. The DRFP is not a solicitation for proposals but serves to inform industry and solicit comments on the draft requirements, schedules, proposal instructions, and evaluation approaches. Comments are encouraged within a specified timeframe and may influence the content of the final RFP. The acquisition is categorized under NAICS code 541990, with a small business size standard of $17 million. Potential offerors are responsible for monitoring the official website for solicitation releases and amendments, and downloading necessary documents. The contracting officers available for contact are Mayra A. Nieves-Torres and Maria L. McNamee. The procurement process also includes NASA's Ombudsman clause to ensure fairness and address any concerns during the acquisition.
