This is a pre-solicitation notice in which NIWC Atlantic intends to issue RFP N6523626RE072 for Maintenance Figure of Merit (MFOM) System and Software Engineering Support. The estimated release date of the formal RFP is expected to be around October/November 2026. The intent of this advanced notice is to post a draft RFP for industry review. The Government is not accepting proposals at this time. NOTE: *****This draft RFP is intended for SeaPort-NxG MAC HOLDERS ONLY and is a TOTAL SMALL BUSINESS SET-ASIDE. SeaPort MAC holders will need to register for PIEEaccounts. Additionally, Attachments 2a Section C Performance Work Statement (PWS) and 2b MFOM System Details included with this draft RFP includes Controlled Unclassified Information (CUI) and will not be made publicly available. In order to obtain access to the attachment, interested SeaPort MAC holders shall download, complete, and submit a signed Non Disclosure Agreement (NDA) (Attachment #7 NDA for CUI Attachment) for each individual requiring access to the non public documents. To ensure a streamlined process, Interested SeaPort MAC holders shall designate a single Point of Contact (POC)responsible for collecting all required Non-Disclosure Agreements (NDAs) from its interested team members and interested subcontractors. The POC will then submit the consolidated NDAs as a single, package to the contract specialist, Kristen Smith, at kristen.m.smith87.civ@us.navy.mil. The body of the submission email must clearly identify the draft RFP, full names of the individuals for whom NDAs are being submitted, specifying whether they are a potential team member or potential subcontractor if applicable. The deadline for receipt of all NDAs is 12:00 PM Eastern Daylight Time on 25 September 2026.
