Hillsborough County intends to award a sole-source contract to DREAMSEATS LLC for the purchase of 100 DreamSeat reclining chairs with proprietary XZipit technology, protected under U.S. Patent #7,681,345, for use in its Fire Rescue stations over a two-year period at an estimated cost of $130,699. The procurement is justified under Section 3-205(2)(f) of the County’s Procurement Policy because DREAMSEATS LLC is the exclusive manufacturer and seller of these chairs through direct channels, with no authorized distributors. This exclusivity was confirmed through comprehensive performance trials conducted in 2015 and again in 2023, during which DreamSeat recliners received the highest scores across all evaluated categories. The vendor has offered a 32.815% unit price discount, resulting in $57,800 in savings over the contract term. The total cost includes $112,199 for the chairs and an estimated $18,500 for freight, with actual shipping costs varying per delivery based on market conditions. The County reserves the right to extend the contract term, adjust the scope of work, or increase the award amount as needed. Delivery is specified to 9440 E Columbus Dr, Tampa, FL 33619, and the County is tax-exempt, so no sales tax will be applied. No competition is expected, and the notice serves as an opportunity for other parties to challenge the sole-source determination by submitting clear and convincing evidence of competition through the EUNA Procurement portal by June 8, 2026. The solicitation number is SS-26-00284, with the NAICS code 337127, and the quote validity extends from September 19, 2026, to September 1, 2028. No formal FAR clauses, inspection criteria, or certification requirements are specified, and no contracting officer or representative details are provided.

Hillsborough County intends to recommend the award of a sole source procurement to DREAMSEATS LLC for the purchase of DreamSeats reclining chairs for use in Hillsborough County Fire Rescue stations for two (2) years at an estimated cost of $130,699.00. Hillsborough County Fire Rescue Standardized DreamSeat commercial recliners following a comprehensive trial of reclining chairs conducted in 2015 which illustrated they were the best chair for the County’s fire fighters. In 2023, trials were reconducted and DreamSeat recliners received the highest scores across all measured categories yet again. DREAMSEATS LLC has offered the County a unit price discount of 32.815%, representing $57,800.00 in savings for the life of this agreement. This procurement is being made in accordance with Section 3-205(2)(f) of the County’s Procurement Policy as DREAMSEATS LLC is the only manufacturer of DreamSeats recliners and sells its products exclusively through its own direct sales channels, with no authorized distributors. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
This notice of intent is not a request for competitive proposals/bids.
Contractors who are able and interested in providing all the identified proprietary goods must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement for this particular procurement. Absent any challenges, an award will likely be made after the Close Date.
The County will review properly submitted challenges (responses) to determine whether bona fide competition exists. Any such responses received by the deadline will be evaluated solely for the purpose of determining whether to conduct this procurement as a competitive solicitation.
