Solicitation W912ES26QA115, issued by the U.S. Army Corps of Engineers St. Paul District, is a total small business set-aside for the procurement of factory-new, commercial-off-the-shelf ABB ACS880 Series Variable Frequency Drives (VFDs). These units are required for critical operations on the Dredge Goetz, including the cutter head, main pump motors, ladder, swing, spud, and carriage drives. To ensure system compatibility and prevent unacceptable downtime, the government has issued a brand name justification limiting competition to ABB brand spares. The requirement consists of four line items: one 690V Drive Module (430A), one 500V Wall-Mounted Drive (302A), one 500V Wall-Mounted Drive (124A), and two 690V Drive Modules (721A), all featuring specific factory-installed plus-codes and technical specifications. The contract will be awarded as a single firm-fixed-price agreement to the responsible offeror providing the most advantageous price. All equipment must be 100 percent factory-new, meeting IEEE, UL, and CE standards, and must include a minimum 12-month warranty from commissioning or 18 months from delivery. Deliverables include a technical data package and a Certificate of Conformance. Items must be crated per ASTM industrial standards, moisture-barrier wrapped, and marked with permanent OEM nameplates and DoD unique identification per MIL-STD-130. Delivery is required by February 26, 2027, to the Civil Works Service Base in Fountain City, Wisconsin, with shipping costs included in the CLIN pricing. Offers must be submitted in PDF format via the PIEE Solicitation Module by the final deadline of November 9, 2026.

Key technical requirements include a design safety factor of 5:1 per ASME B30 standards, PE-stamped structural calculations, and compliance with EM 385-1-1. All modified components must be coated in industrial Safety Yellow paint and the units must be marked with DoD Item Unique Identification in accordance with MIL-STD-130. The contractor is responsible for turnkey ground delivery to Fountain City, Wisconsin, with a final delivery deadline of March 1, 2027. Final acceptance is contingent upon a physical inspection and successful field demonstration by USACE staff, including a 125% proof load test and verification that the hoist traverses the full length of the gantry rails without binding. Offerors must submit technical descriptions, product data sheets, and drawings via the PIEE Solicitation Module. Evaluation will be based on technical acceptability, price consistency with historical data, and risk assessments conducted through the Supplier Performance Risk System.
