Dry Ice

The U.S. Army Contracting Command-Redstone Arsenal, through the Corpus Christi Army Depot in Corpus Christi, Texas, is seeking information from potential vendors regarding the provision of dry ice supplies and delivery services under solicitation number DRYICEFY2027. This action is currently a Request for Information (RFI) issued solely for planning purposes and does not constitute a solicitation or commitment to award a contract. The NAICS code 325120 identifies the requirement for the manufacturing of industrial gases, and the effort is classified as a hazardous material logistical service due to the nature of solid carbon dioxide, which poses asphyxiant and cryogenic risks. The deliverables include 390,000 pounds annually of 60-pound dry ice blocks delivered twice weekly to 12 depot-wide locations, 18,720 pounds of 60-pound slabs delivered twice weekly to Bldg. 8, and 3,432 pounds of 33-pound pellet bundles delivered weekly to Bldg. 8’s Rotating Electric area. All deliveries must comply with OSHA standards, Army Regulation AR 385-10, and the USACE EM 385-1-1 safety manual. Vendors are required to submit a site-specific Accident Prevention Plan and an accompanying Activity Hazard Analysis detailing procedures for safe offloading, transportation through confined and industrial areas, and emergency responses to spills or off-gassing, including the prohibition of elevator use with bulk dry ice and the mandatory use of portable CO2 monitors and cryogenic PPE. A current Safety Data Sheet for solid carbon dioxide must be provided prior to delivery, and all personnel must be certified as trained in handling cryogenic and asphyxiant materials. Responses are due by June 3, 2026, and must include company identification, CAGE code, small business status, and indication of whether pricing is GSA or open market. No evaluation of submissions will occur, and no contract will be awarded based on this RFI; the information gathered will inform future procurement decisions.
