Dugway Proving Ground ISO 17025 Accredited Calibration Services

This is a twelve-month base contract with four additional twelve-month option periods, structured as a Firm Fixed Price agreement for ISO 17025-accredited calibration services at Dugway Proving Ground, Utah. The contractor is responsible for providing all personnel, equipment, materials, tools, transportation, and supervision required to perform on-site calibration of critical laboratory instruments—including analytical balances, mass flow meters and controllers, digital thermometers, and weight sets—four times annually. All service deliveries occur at the Dugway Proving Ground facility, with inspection and acceptance performed by the Government at the destination under FOB Destination terms. The contract requires NIST-traceable calibration results documented through compliant certificates to sustain the Government’s ISO 17025 laboratory accreditation and ensure data integrity across testing operations. The contractor must maintain active ISO 17025 accreditation throughout performance and adhere to stringent security, information assurance, and personnel requirements, including background checks, anti-terrorism awareness training, and compliance with DoD 8570.01-M cybersecurity certifications. All personnel must be U.S. citizens, pass state-level background screenings, and be escorted while on-site. The contractor is prohibited from using personal devices or unapproved cloud services to handle Government information and must follow strict protocols for key control, physical security, and reporting of security incidents. The contract is awarded as a total small business set-aside to Coast to Coast Calibrations, Inc., which holds HUBZone, SDVOSB, and 8(A) status, and is subject to limitations on subcontracting and reporting requirements under FAR clauses. Payment is processed exclusively through Wide Area WorkFlow with specific DoDAAC codes and is contingent upon compliance with all terms, including mandatory corrections to nonconforming work at no additional cost to the Government. The total potential value of the contract, inclusive of all option years, is $289,595.27, with the base period valued at $65,859.30, and the contract duration may extend up to five years from the award date.
