SAF/CDM Commercial Solutions Opening and Specific Calls
Solicitation # FA7146-21-S-C-0001
The Secretary of the Air Force Concepts Development and Management (SAF/CDM) has established a Commercial Solutions Opening (CSO) under solicitation FA7146-21-S-C001 to acquire innovative commercial items, technologies, and services. The primary objective is to support concept development activities focusing on three critical thrust areas: countering the malign influence of strategic competitors, advancing Big Data, Artificial Intelligence, and Machine Learning (AI/ML) processes, and developing emerging cyber technologies and methodologies. This full and open acquisition is available to all interested vendors, including small businesses and non-traditional contractors, with the government anticipating multiple awards via fixed-price commercial contracts or Other Transaction Agreements (OTA). The acquisition follows a two-step process. In the first step, contractors submit white papers during the open period, which runs through September 1, 2026. In the second step, the Procuring Contracting Officer may invite selected vendors to submit full technical and price proposals. Evaluation is based on four mandatory criteria in descending order of importance: technical merit, importance to agency programs, funds availability, and price. Technical priority is given to breakthrough promises over incremental improvements, and priority is also granted to solutions addressing urgent pressing needs. The ordering period for these activities extends through September 30, 2026.

Special Notice Type: Notice of Intent to Sole Source Title: Dynamic General Equilibrium Models and Database Description: The Office of the Secretary intends to award a sole source contract for the International Trade Administration (ITA) to Victoria University, 364 Little Lonsdale Street, Melbourne, 3000 AUS, for Dynamic General Equilibrium Models and Database service. The Center of Policy Studies (CoPS) located at Victoria University, is a world leader in the development of dynamic computable general equilibrium models. These models will support The International Trade Administration's Office of Trade and Economic Analysis (OTEA) in analyzing the impact of the IPEF and APEP agreements on the economies of the members and the global economy over a short to intermediate-run period incorporating industry specific capital and an explicit financial market structure. In 2020, CoPS developed a dynamic model based on the GTAP database similar to the required model that was successfully used to analyze the ramifications of a decoupling of the U.S. and Chinese economies. The existing alternative dynamic global CGE model is produced by the Global Trade Analysis Project. The members of the quantitative analysis team in OTEA have carefully explored this model including receiving training in its structure and use. Because this model lacks the characteristics described above with respect to capital, labor markets and a fully formed financial sector, OTEA found that the dynamic model produced by the Global Trade Analysis Project dynamic model does not fulfill OTEA's requirements making Victoria University the sole provider for this requirement. The North American Industry Classification System Code (NAICS) is 541990 All Other Professional, Scientific, and Technical Services. This requirement is being solicited in accordance with FAR Part 12, Acquisition of Commercial Items and FAR 13 Simplified Acquisition Procedures. This is not a solicitation, nor is a solicitation available. However, all interested organizations may submit their capability statements and qualifications, which The Office of the Secretary, ITA, will consider. Responses must be in writing and submitted electronically to contact@example.gov by 8:00am EST on September 20, 2024. No late responses will be accepted. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or pay for the information provided in response. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents concerning any information submitted. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response.
