P210 ELECTRIC POWER PLANT AND ELECTRICAL DISTRIBUTION SYSTEM AT CHABELLEY AIRFIELD, DJIBOUTIThe U.S. Navy’s Naval Facilities Engineering Systems Command Atlantic is conducting market research through a Request for Information to assess industry capabilities for constructing an electric power plant and electrical distribution system at Chabelley Airfield in Djibouti. This initiative, identified by solicitation number N6247027R0001 and posted on July 24, 2026, seeks input on critical challenges including access to the airfield, logistics for importing labor and equipment, and high upfront costs associated with procuring and transporting materials to a remote, austere location. Responses are due by August 5, 2026, and must be submitted via email to the designated point of contact, Taylor Povich, in Norfolk, Virginia. The project falls under NAICS code 237130 for electrical and power systems construction, and all proposals are limited to five single-sided pages using a minimum 12-point font, with proprietary information clearly marked. The government is not soliciting bids or committing to award a contract at this stage; the intent is to gather intelligence on contractor readiness for overseas construction in a high-risk, politically sensitive environment subject to Djibouti’s host nation regulations and extreme operational conditions. No pricing data, contract terms, evaluation criteria, or FAR clauses are included, as this is purely an information-gathering action prior to potential solicitation development. Respondents are required to provide company descriptions, relevant past performance, particularly in OCONUS power system installations, and supporting documentation demonstrating understanding of the unique logistical and regulatory constraints involved.
