Services are for annual maintenance contract to provide on-going hosting and maintenance of the Easy Random Moment Time Study (RMTS) system. The OCFS Bureau of Financial Operations (BFO) uses Easy RMTS to conduct the Services Random Moment Study (SRMS). The purpose of the SRMS is to measure the level of effort spent on various child welfare related activities performed by staff at the local district level. These activities may be (un)allowable to various federal and state funding sources. The survey results are summarized on a quarterly basis and are converted into claiming percentages that are applied to various programs administered by OCFS. Without the Easy RMTS system, OCFS would not have the ability to capture costs and appropriately cost allocate within the various funding programs and risk the potential loss of federal revenue for the state. Implementing a new SRMS system is not feasible as it would be costly to the state, eliminate work that took two years to complete and cause a loss of federal reimbursement for the local districts.
